Regional Planning Urban Planning Shacheng Economic Development Zone invited world leading strategy consulting firms to outline the future development strategies and chart the path for the development zone. Guided by the concept of integrated development between city and park zone, Shacheng Economic Development Zone adopts the balanced program which requires parallel import of population and industry. Relying on the overall pattern of “one water, two cities“. Huailai Ecological New City will develop into a zone of high-end industries integrated with head offices, study and research, entertainment and business, conferences and exhibitions as well as advanced manufacturing industry. Urban Planning General Positioning of the new city: lakeside Ecological City with a mountain view Huailai Ecological New City will develop into a zone of high-end industries integrated with head offices, leisure and research, recreation and business, conferences and expositions as well as advanced manufacturing industry. Objective of Development: Nationally Designated Eco-Demonstration Region To form a systemic urban green land framework in which Guanting Lake, mountain massif, grapery and urban afforestation, water and soil conservation plan, wetland park, Green Fuel Theme Park, waterside green land and golf courses are included. To develop a national ecologic zone under the guidance of industrial ecological planning, integrated water resources management planning, integrated solid waste management planning, integrated energy management planning. Location of the New City Huailai Ecological New City intents to build “One City, Four Bases”, with Grape Avenue as ligament. The plan will take full advantage of the ecological recourses of the city to accelerate the production of green fuel products and the gathering of high-tech services industry. The four bases rely on and complement each other in order to achieve mutual development so that it will eventually develop into the main conglomeration of clean-technology industry in the north of China. One city: Badaling Phoenix City With the resource advantage for backing, the top-level crowds as potential customers and health, ecology and environment protection as theme, Badaling Phoenix City functions as an Urban Comprehensive Zone for holiday, conference and residence. The Huailai City Planning Exhibition Hall locates in the northeastern corner of the intersection of Dongrui Road and Grape Avenue. The coverage is 46 acres and the building area amounts to 7000 square meters. The hall is the first example of the application of eco-friendly high-tech element into architecture in Huailai. Stretching for 13 kilometers, Grape Avenue connects the West Garden Equipment Manufacturing Industrial Base (planning to build) in the west and the Dongzizhuang Beautiful Countryside Road (plan to build) in the east. It is the main road between Garden County and Kang County. Linking Jingzhang Expressway Kangzhuang Exit in the north and Dongzhuangzi Badaling Phoenix City (to be build) in the south, Beautiful Countryside Road realizes a zero distance connection to Beijing. Four Bases Clean-Technology Development Base Commitment should be made to assist the development of small and medium-sized high-tech based enterprises which engage in the research, development, testing, design and manufacturing of clean-tech products and to build a Clean-Technology Development Base. Equipment Manufacturing Industrial Base An industrial system guided by modern equipment manufacturing industry and technical service should be structured. The core industries in the base include telecommunication, new energy featuring solar power and wind power as well as environment friendly equipment and medical appliance. Headquarter Base with ecological character: With the advantage of ecological agriculture of Huailai and the industrial position of science and technology research and development, the base aims to integrate the chateaus with the form of products from the headquarter base, to realize the incorporation of ecology, technology and practice so that the city positioning could be achieved. Zero-Carbon City Demonstration Base Introducing clean fuel industry into the city so that the land for industry, residence and commerce could be integrated. Rational planning should be made to realize the goal of zero- carbon emitting in this base. Through the cooperation with developed countries such as Sweden and Britain, the base is aiming at becoming the world advanced zone in which energy saving and emission reducing technique is applied. According to base masterplan and the requirements of BEKO, we suggest: Proposal 1, to build an Equipment Manufacturing Industrial Zone as the north manufacturing base for BEKO. Proposal 2, to build an Ecological Headquarter Base with ecological character to facilitate BEKO to set up a ecological headquarter integrated with research and office work. Proposal 1: Equipment Manufacturing Industrial Base Proposal 2: Headquarter Base with ecological character Investment Guide Supporting Business Facilities Shacheng Economic Development Zone periphery areas boast complete supporting facilities evidenced by such places as dining and entertainment, shopping and leisure, spa vacation, education and medical care. Dozens of star hotels and spa resorts are located here within the scope of one-hour's drive, of which including five-starred Century Dynasty Hotel, four-starred Blue Whale Building, Gold Phoenix Building, three-starred Badaling Hot Spring Resort and Badaling Huafeng Hot Spring Castle, which can meet high-end business demands. Hotel Business Within the scope of one-hour's drive in the zone, there nestle one five-star hotel, two four-star hotels, dozens of two-star and three-star hotels and spa resorts, and these hotels boasts video conferencing systems, business center, ticketing and other subsidiary facilities which can meet different business demands. Dining road outbound traffic has formed trunk transport network of two verticals and three horizontals, namely, Beijing-Zhangjiakou Expressway, 110 National Highway (Beijing-Zhangjiakou Highway), Kang Qi Road, Bao Huai Road and East Town Road; Jianshe Road and Fuqian East Street have also been built within the park. Water Supply Park water supply is from water plants with the water supply capacity of 10,000 tons/day which meets the recent water demand of the park, and the long-term water supply expects to reach 20,000 tons/day. Gas Feed In the park, there is one gas station with daily gas supply of 12,000 cubic meters, and the expansion project can be carried out in the long-term business demands. Power Supply In the park, there are one double-circuit power supply 110KV substation and one 35KV substation, and 110KV, 35KV and 10KV three-level grid structures have also been built to meet the electricity needs of enterprises within the park. Heating In the park, there is one central heating station with indirect hot water heating, and present total installed capacity of the boiler is 100 tons with the expansion capacity of 140 tons and heating capacity of 2 million square meters. Water temperature of heating stations reaches 115/70 ℃ with the water supply pressure of 1.0MPa. There are 8 planning heat exchange stations. Drain The park implements separate system drainage, thereby the rain water flows into nearest water body along roads and the waste water can be sent to sewage treatment plant through the sewage pipes and then they will be discharged to reach the standards. For the phase-I project of sewage treatment plant, it has reached a treatment scale of 30,000cubic meters/day, and the long-term expansion plan is 50,000 cubic meters/day. Sewage pipe network has been laid at the same period with the road construction. Communica tions The main basic telecommunications services within the park: fixed-line telephone, PHS, mobile phones, IP telephony, leased circuits, broadband Internet access, wireless Internet access, VPN and IDC. On both sides of the main roads of the park, there are embedded communications pipelines ranging from 4-6 holes which reserve sufficient underground route for the future expansion of the zone's communication capacity. Freight Terminal 110 National Highway runs through the park from the west to east; along the road, there are several large freight terminals. Warehouse Logistics Within the park, the large-scale warehouse logistics center will be built according to plan to meet the short and long-term logistics needs of the park. Investment Cost Note: 1. Huamei Photoelectron Co., Ltd. is a Sino-US joint-ventured high-tech company approved by Hebei Province. The phase-I investment value amounted to 120 million yuan and it is expected to reach an annual output capacity of 1 million high-speed optoelectronic components after it is put into production with sales income over 500 million yuan. Huailai Fangyuan Glass Co., Ltd. Its main products are high and middle grade glass packaging bottles in various specifications, with annual output of 70,000 tons (140 million bottles) and annual output value of 80 million yuan. Adhering to 50 years of accumulated management and technical experience, its products and services have won the recognition of major companies. Stationed Companies Huailai Tianyuan Special Type Glass Co., Ltd. is a high-tech company specialized in the development, research, production and sales of colored high borosilicate 3.3 glass with annual production capacity of 10,000 tons, and its products are mainly color tubes and rods. Currently, the company is the world's largest one of this type of product, with the largest scale, most sufficient colors and most complete product specification. It occupies 80% of domestic market share while its products are exported to dozens of countries and areas including North America, Southeast Asia, South Asia, and Western Europe.
